The China (Tianjin) Pilot Free Trade Zone (TJFTZ) is established in the Tianjin Municipality with the approval of the State Council of China. It is the first of its kind in northern China and among the second group of regional pilot free trade zones following the China (Shanghai) Pilot Free Trade Zone.
 
The Strategic Positioning of TJFTZ is: In accomplishing the core task of institutional innovation and meeting the essential requirement of replicability and applicability, TJFTZ is striving to become a high-level open platform for the coordinated development of the Beijing-Tianjin-Hebei. region,a pioneering area for reform and opening-up and test field for institutional innovation throughout the country, and a highly developed free trade zone to embrace the world. The Overall Goals are: With three to five years of reform efforts, TJFTZ will develop into a world-class free trade zone, featuring unrestricted trade, facilitated investment, clustered high-end industries, quality financial service, sound legal environment, efficient and effective regulation, and significant radiating and stimulating effects. It will play an exemplary role in the coordinated development of Beijing-Tianjin-Hebei region and the economic transformation and development in China.
 
TJFTZ, with a total area of 119.9km², consists of three areas:
 
The 30-km² Tianjin Port Dongjiang Area (including the 10-km² Dongjiang Free Trade Port Zone) is TJFTZ's core functional zone and the international shipping and logistics center of northern China. Priority in the area has been given to modern service industries, such as shipping & logistics, international trade, financial leasing, etc. The area has introduced 22 pilot-program policies in four major categories, namely international vessel registration, international shipping taxation, shipping finance and leasing business. The area hosts some 3,200 registered businesses, including 1,039 trade settlement firms, 96 shipping companies and 844 leasing companies. It also has a logistics warehouse space of 1,386,000 m².
 
The 43.1-km² Tianjin Airport Area (including the 1-km² airport area of Tianjin Port Free Trade Zone and the 1.96-km² Binhai New Area Integrated Free Trade Zone) is a major gathering place for enterprises engaged in advanced manufacturing, R&D and technology transfer. Priority in the area has been given to high-end manufacturing industries such as aviation & aerospace, machinery manufacturing, next-generation information technology, etc., and production services such as R&D design, aviation logistics, etc. The area hosts some 12,000 registered businesses and over 160 investment projects by some of the companies on the Fortune Global 500 list. It also has a 7.5-km² aviation logistics park. Clusters of advantageous industries such as civil aviation, machinery manufacturing, electronics and information, biomedicine, fast-moving consumer goods service among many other modern service industries have taken shape.
 
The 46.8-km² Binhai CBD Area (including the seaport area of Tianjin Port Free Trade Zone and the 4-km² Bonded Logistics Park) is a major gathering place for Tianjin's financial reform and innovation as well as the hub of the Binhai New Area. Priority in the area has been given to modern service industries focusing on financial innovation. The area hosts some 2,900 registered businesses and attracted over 500 financial service institutions of various kinds. It is one of the few areas in China where a full range of financial services are licensed. Currently, 63 business buildings in the CBD Area are under construction, and another 10 have been completed and open for business. The area maintains a rapid growth in fund service, factoring, leasing, financial settlement, etc.
 
TJFTZ will give priority to implementing the five categories of piloting programs targeting administrative management, investment, trade, finance and the coordinated development of Beijing-Tianjin-Hebei region.
 
1. Accelerating the transformation of government functions. Reform on the administrative management system is to be deepened with efficiency and effectiveness enhanced. The administrative functions of review & approval and management will be separated, and a comprehensive and integrated administrative review & approval mechanism will be put in place. The transformation of government administration will be boosted, from emphasizing proactive regulation & supervision to stressing interim and ex post regulation & supervision. A service system will be established to meet the requirement for internationalization, marketization and institutionalization and for facilitating trade and investment.
 
2. Broadening investment horizons. The establishment of a high-standard investment and trade regulation system is to be accelerated to conform to prevailing international norms. In the fields such as service industry and advanced manufacturing, access restrictions will be lessened on foreign investors' qualifications, equity ratio, business field, etc. The foreign investment management mode will be reformed through practicing national treatment plus negative list prior to investment approval. A one-stop service platform for out-bound investment and co-operation is to be put in place, and the mechanism of protecting investor's right and interest will be perfected.
 
3. Encouraging trade transformation and upgrade. Great efforts are to be made in developing service trade, and the pilot reform projects will be furthered on international block commercial transactions, bonded futures delivery, cross-border e-commerce, etc. A national-level innovation demonstration area for import trade promotion will be set up. Elements of shipping will be further assembled, and development mechanism and operation mode of international competitiveness will be explored for the shipping industry. A "single-window" regulation and service system for international trade will be implemented.
 
4. Intensifying financial openness and innovation. Pilot operations will first be conducted on interest rate liberalization, cross-border RMB use, foreign exchange control, etc. The free trade account with characteristics of Tianjin will be launched to facilitate cross-border investment and financing and to improve capital account convertibility. The overall opening-up of the financial service industry will be intensified to the eligible domestic private capital and foreign financial institutions. With policy innovation in the leasing business and the establishment of the China Tianjin Leasing Platform and the China Financial Leasing Registration and Transfer Platform, a policy environment in line with the prevailing international norms will be created for the leasing industry. A financial risk prevention & control mechanism will also be put in place.
 
5. Coordinating the development of Beijing-Tianjin-Hebei region. The radiating functions of port service will be enhanced, the industries of the region further transformed and upgraded, regional financial market integration accelerated, and an environment for technological innovation and talent cultivation created. The customs clearance standardization of Beijing, Tianjin and Hebei Province will be perfected. TJFTZ will play its role as an important junction along the China-Mongolia-Russia economic corridor and a strategic fulcrum for maritime co-operation, so as to propel the Belt and Road Initiative.
 
To coordinate TJFTZ's overall construction and development, Tianjin Municipality has designated the Steering Group for Propelling the Work on TJFTZ, with Huang Xingguo, Mayor and Acting Party Secretary of the CPC Tianjin Committee, as its director. The TJFTZ Administrative Commission, with Duan Chunhua, Executive Vice Mayor and Member of the Standing Committee of the CPC Tianjin Committee, as its director, has also been established as an agency of the Tianjin Municipal People's Government to implement the relevant reform tasks and coordinate administrative management issues in the area. In addition, three offices have been opened respectively in the Tianjin Port Dongjiang Area, the Tianjin Airport Area and the Binhai CBD Area to be responsible for the social-economic issues within their boundaries.
